North Korea moved towards the nuclear button again

North Korea launched a new salvo in a growing war of words over nuclear threats when its Deputy Foreign Minister , Pak Kil - yon , addressed the UN General Assembly in New York last week. He said South Korea was " creating the danger of handling relationships in a new phase of destructive again. "Asserting that the U.S. hostile policy was the cause of the tension on the Korean peninsula , which Washington also accused of abusing his power in the UN Security Council against North Korea. Apparently referring to the sanctions of the Security Council of the UN imposed after the North conducted its third nuclear test in February.
North Korea, though it may have nuclear weapons in their possession , can not be placed between " nuclear weapons states " - a legal term used in the Nuclear Non-Proliferation Treaty to refer to nations that had detonated a nuclear device before 1967. However, Pyongyang wants to be treated as a new nuclear power like India and Pakistan , but as a state with nuclear weapons , taking into account the proposed Pak to hold talks with Washington on nuclear disarmament .
Contrary to the assertion that U.S. politics Pak should be held responsible for any conflict Game of Thrones on the Korean peninsula , which is the nuclear weapons program of North Korea - which poses a serious threat to the security of Korea South - that is escalating the confrontation on the peninsula . The North has also been tested long-range ballistic missiles , causing a potential threat to U.S. security .
Under these circumstances , it is natural for the South claiming the right to launch pre-emptive strikes when the North is about to launch missiles or nuclear attacks . Washington seems to have supported the strategy of signs of impending missile and nuclear attacks and the Seoul launch pre-emptive strikes . A sign is an agreement with South Korea, as U.S. Secretary of Defense Chuck Hagel began Wednesday " deterrent measure against the threat of North Korean nuclear weapons and other weapons of mass destruction ."
Neither Hagel nor his South Korean counterpart , Kim Kwan - jin , referring emptive strikes in no uncertain terms when they mention the strategy of " tailored deterrence " . However , their joint statement , said , " This strategy provides a framework for strategic alliance for the adaptation of deterrence against song ice fire nuclear threats Korea scenarios across key North armistice and war. " Hagel he added the United States reaffirms its commitment to support deterrence with its full range of military capabilities , including the nuclear umbrella , conventional attacks and missile defense .
North Korea will do well to read between the lines and act accordingly , rather than expose the danger of becoming the target of attacks by adopting preventive measures that can be interpreted as an imminent nuclear threat .
